Obituary for Brenda Joyce Butscher (Lynch)

Brenda Joyce Butscher, age 82 of Stuart, FL passed away on Tuesday, May 9, 2023.

Born in Needmore, PA on Jun 7, 1940, she was the daughter of the late Virgil and Florence McKee Lynch. She was previously a long time resident of Oakland, MD.

Brenda was a loving wife, mother and grandmother who loved her family, friends and community and gave all of herself to help make things better for others.

She was the Executive Director of Hospice of Garrett County, Inc. for 25 years. She was an owner and President of the Oakland Radio Station Corporation WMSG/WXIE. She was a former Garrett County Commissioner, 1990-1994, the first and only woman to be elected to that position in Garrett County. She was elected to serve as a delegate to the Republican National Convention in 1976, 1988 and 1992 and served as an alternate delegate in 1972, 1984, 2000 and 2004. In 1980, she went as a guest to the Republican National Convention and took her children so they could experience the thrill of history in the making. She was elected to the Garrett County Republican Central Committee in 1974, 1986, 1998 and 2002 and also served as chairman for twelve years. She served on the Maryland Republican Executive Board, coordinated many political campaigns in Garrett County for Presidential, Senatorial and Congressional candidates. She was Chairman of the Liquor Control Board for nine years. She served on many county boards such as the Garrett County Memorial Hospital Board of Governors, Yough River Advisory Board, Social Service Board, Community Action Board, Xoficary member of the Garrett County Board of Education, Deep Creek Lake Advisory Board, Local Emergency Management Planning Committee and the Western Maryland Health Systems Agency.

Brenda was a former Girl Scout Leader, former President of the Southern Republican Women's Club, former President of the Grantsville Area BPW Club and former member of the Junior Women's Civic Club.

In 1994, she was named Garrett County's "Woman of the Year" by the Maryland Federation of Business and Professional Woman. In 1997, she was inducted into the Garrett County Commission for Women Hall of Fame. In 2002, she received the "You Make a Difference" award from Hospice Network of Maryland.

She was a member of St. Paul's United Methodist Church since 1966, Oakland Civic Club, the Garrett County Historical Society, Grantsville Area Business and Professional Women's Club, the Northern Republican Women's Club and an associate member of the F.O.P Lodge #99.

She was preceded in death by Thomas B. Butscher, her first husband in 1988 and Harry F. Dunkin her second husband in 2001. She also was preceded in death by two brothers, Thurman "Jake" Lynch and Hayes Lynch, Needmore, PA and two sisters Ruth "Tuts" Miller, Needmore, PA and Myrtle Miller, Hancock, MD. She is survived by one son James Arthur Butscher and wife Sandy, Lake Worth, FL, and one daughter Lisa J. Friend and husband Brian, Terra Alta, WV. Also survived by one grandson, Warren Friend and wife Tori, with one great-grandson Cooper in Morgantown, WV, and two granddaughters Elizabeth Butscher, Washington, DC, and Shannel Kelso, with three great grand-children Reagan, Jordan, and Caleb of Sultan, WA.

The family will receive friends at Newman Funeral Home, Oakland, MD on Wednesday, May 17, 2023, from 2:00pm-4:00pm and 6:00pm-8:00pm and one hour prior to services at the church.

Services will be held on Thursday, May 18, 2023, at 11:00am at St. Paul's United Methodist Church in Oakland, MD. Pastor Matthew Paugh will officiate. Interment will follow after the service at Garrett County Memorial Gardens.
